Village of Bethune Transfer Station will be opened once again Saturday November 16, 2024 from 10 am to 4 pm while the weather is still permitting. Last Saturday afternoon, some bins were unavailable due to unforeseen circumstances. Consequently, the Village Council has decided to provide an additional day to ensure everyone has the chance to dispose of their waste.
To all residents of the Resorts (Highwood, Kedleston, Valley View, Marion Heights) and the residents of Country Springs and Peaceful Springs Estats:
The new red bins that were delivered in the last week or so are for general household waste. 4-yard blue bins are for recycling purpose only.

The Gopher Control Program (GCP) is designed to encourage pest management practices that incorporate a variety of strategies such as rodenticides along with the inclusion of raptor platforms and nest boxes used near gopher colonies.
SARM is administering a 50:50 cost-share rebate program to rural municipalities and First Nations with costs to control Ground squirrels ((Richardson’s, Franklin’s, and thirteen-lined) and Northern pocket gopher) populations.

In conjunction with the increase in price for the water being supplied by the distribution system, the rates have also been increased at the coin operated water station in the Village.

Pro Canada West expects to start excavation for crossing RGE Road 250 on May 31, 2021.
The road will be crossed via open cut method. The crossing will take approximately 4 days to complete, weather permitting.
During this time there still will be an open access to Pad 15, therefore there would not be any detour or temporary bypasses needed.
A proper signage and barricades will be installed indicating an open excavation.
Pro Canada West will restore the affected area to its original conditions after the work complete.

The Municipality is wishing to limit those within the council chambers to elected officials and delegations accordingly to properly and effectively follow social distancing protocols.

Due to the effects that COVID-19 has had financially Community Living has to cut back on expenses and reduce some of their collection routes.
The yellow bin that locates on the corner of the Main Street and Railway Avenue will be removed.
Community Living will re-place the bin again in Bethune down the road in the future, if plans change.

The coin machine that locates at the Village Water Plant has been recently replaced.
It accepts now $1.00 coin as well as $2.00.
$1.00 coin will provide you with 65 imperial gallons per minute.
$2.00 coin – provides 130 imperial gallons in two minutes.

The Bethune and RM of Dufferin #190 Volunteer Fire Department and the Lumsden and District Volunteer Fire Department would like to thank Superior Forklift and Nutrien, for their recent donation of a side-by-side wildland firefighting unit. The apparatus will be shared between the neighbouring departments and may be deployed in either service area when needed. The addition of this unit will allow firefighters from Lumsden and Bethune to access areas where a full-size fire truck cannot go.
The custom Kioti Mechron side-by-side from Superior Forklift has been built to combat wildland fires, rescue victims, and to move firefighting personnel into hard to reach areas. It is powered by a powerful three-cylinder diesel engine and has been fitted with a full suspension, spring loaded, heavy duty track system to maneuver through the toughest of terrain. The hose reel with electric rewind comes with an option of 50ft of 1″ hose or 100ft of %” hose. The unit carries 70 gallons of water and an integrated Class A foam system which is piped to the 5.5 horsepower Honda pump. The tank has a large port for quick refilling off a fire truck or water tanker. A custom lighting package has been installed to alert the public and identify the machine as a responding unit in the fire department’s fleet.

The FIRE BAN in the RM of Dufferin #190 will continue until 6:00 am Monday May 11, 2020. The Fire Ban will be lifted at that time.
The Fire Ban is in affect for all ratepayers from Agricultural producers to resort and country residential property owners until 6:00 am Monday May 11, 2020.
Agricultural producers will be permitted to burn stubble and sloughs after the above noted time. Producers are still cautioned to ensure fire guards are in place and or equipment on site in case of fire spread.

The RM of Dufferin has just received its order of 2% liquid strychnine to go along with the ready to use granular gopher control product already in stock.
As the Municipal office is tentatively scheduled to open to be open to the public on a limited basis after May 19, 2020, agricultural producers requiring gopher control product may contact the office for pickup.
For the 2% strychnine product, evaluation forms will be handed out with the product and invoices will be mailed out. Product Evaluation forms are required to be turned into the office immediately after the placement of the products.

Further to the initial posting that the 2020 Assessment Roll for the RM of Dufferin #190 was open for inspection with a closing date of May 11, 2020, due to the COVID-19 health crisis, the Ministry of Government Relations has extended the assessment appeal deadline an additional 30 days from the original date of the roll closing.

Public Requirements:
– Municipal staff will direct where refuse / materials are to be placed;

To reduce the spread of COVID-19, the Government of Saskatchewan is limiting the size of public and private gatherings to a maximum of ten people in one room are prohibited as of March 26, 2020. Exceptions are provided where two metre distancing between people can be maintained, such as workplaces and meeting settings where people are distributed into multiple rooms or buildings and retail locations deemed essential.
A list of critical public services and allowable business services has been created to inform the business community of which businesses can continue to operate in accordance with social distancing practices. A list of those businesses was provided with the news release of March 25, 2020. This is in addition to business services that were ordered closed on March 23.

Social Distancing in the Workplace
While many workplaces are deemed essential, those workplaces must ensure their occupational health and safety guidelines are up to date and in force to prevent the transmission of respiratory illnesses.
Workers, including those who work outdoors and agricultural producers, must follow personal protective measures to prevent the transmission of COVID-19.
• All travelers returning from international destinations – including the U.S. – are subject to a mandatory self-isolation order. Anyone identified by a Medical Health Officer as a close contact of someone with COVID-19 shall go into mandatory self-isolation for 14 days from the date of having been exposed. Exempted are truckers, airline, rail, and work crews that are required to work in order to maintain business continuity and are supervised by Infection Prevention and Control Officers or Occupational Health and Safety in the workplace.
• Actively monitor for symptoms. At the first sign of cough, immediately self-isolate for 14 days.
• Practice physical distancing in the workplace, including those workplaces that are outdoors. Maintain a two metre separation between individuals.
• Wash your hands often. Cough/sneeze into your elbow or tissue and wash your hands immediately.
With even mild symptoms, stay home
Everyone must play their part to prevent the transmission of COVID-19, no matter the size or location of their community.
Wash your hands frequently. Maintain social distance of two metres. Do not attend any events, public or private, where you cannot maintain that social distance. Self-monitor for symptoms in yourself or your dependents and stay home if you are ill with even mild symptoms of cough or fever.

When the Notice including the RM of Dufferin #190 is given, it will apply to ALL roads in the RM of Dufferin with the exception of the Bethune Mine Road from Highway #11 to the KSPC Mine Site.

Effective Monday March 6, 2020 at 12:01 am, Winter Weights on all rural roads has been suspended by the Ministry of Highways and Infrastructure. This means normal primary weights are permitted on Grid #642 and #739 and on the Bethune Mine Road from Highway #11 to the KSPC mine site and secondary weights on all other municipal grid roads.
This is NOT Spring Road Ban issuance. The Ministry of Highways and Infrastructure will issue the Spring Road Ban advertisement in the next week to 10 days dependent on weather conditions.

“Buffalo Pound Water Treatment Plant staff have advised the Water Security Agency (WSA) that a planned shutdown at the Buffalo Pound Water Treatment Plant will result in the shutdown and depressurization of the SaskWater Buffalo Pound West and North Pipelines for approximately 14 hours. Although there is a very low risk of contamination, the potential for contamination exists due to the depressurization and the natural degradation of the chlorine residual in the water as it sits in the line. Therefore, effective at 7:30 a.m. on March 13th 2020, the WSA is issuing a Precautionary Drinking Water Advisory (PDWA) for the Dufferin Water Association.
The Villages of Bethune, Disley and the Qu’Appelle Valley Water Users are exempt from this advisory due to their offline storage and re-chlorination capabilities.
An outage of the BP water treatment plant is tentatively scheduled for:
– Friday March 13 from approximately 07:30 to 21:30 and
– Sunday March 15 from approximately 08:30 to 14:30.
The shutdown is required to accommodate capital work projects at the plant. If the planned outage is canceled, rescheduled or altered the WSA will review and react accordingly”.
The RM of Dufferin #190 will be completing a road improvement project on Range Road 245 for 1.4 km south of the KSCP Bethune Mine Paved Road to the KSPC railway crossing.
The project will include rotomixing the surface and relaying the top with product incorporation for a dust free surface.

This generally commences mid-March annually. Once the posting is advertised, the same will be posted on municipality’s social media account.
The inclusion in the Spring Road Ban Order, will EXCLUDE only Twp Road 200 from Highway #11 to the KSPC Bethune Mine Site. All other roads, including Grid #642 and Grid #739, within the RM of Dufferin #190 will be affected by the Spring Road Ban Order.

The RM of Dufferin and Village of Bethune are implementing a TOTAL FIRE BAN in both municipalities effective immediately.
Burning of any type of combustible materials is now prohibited until further notice. This does not include natural gas or propane fueled barbeque or fire pit apparatus. Fines under the Fire Ban bylaw for unlawful burning during a Fire Ban Notice start at $500.00.
Conditions in the RM of Dufferin and Village of Bethune are extremely dry and weather forecasts for the next week to ten days advise of continued dry and hot conditions.

The RM of Dufferin #190 has commenced a top cut of municipal road allowances.
Any landowner that wishes to hay municipal road allowances adjacent to their land after July 1, please contact the R.M. office at 306-638-3112.
HIGHWAY DITCH MOWING & HAY SALVAGE
Priority for cutting and baling highway ditches is given to the adjacent landowner before July 8. After July 8, anyone may salvage this material without contacting or getting the permission of the landowner, providing that salvage operations have not already begun. Non-adjacent landowners or lessees who want to harvest roadside hay prior to July 8 are encouraged to contact the landowner or lessee and make arrangements to become their designate. The hay must be cut at a uniform height leaving a neat appearance. Bales of hay must be at least eight (8) metres from the edge of the shoulder of the highway. All bales must be removed from the right-of-way by Aug 8.
Key Dates: July 8 – Prior to this date, a landowner or lessee nearest to a highway ditch has the first option to cut or bale hay. After this date, anyone may cut and bale hay or grass in a highway ditch without getting the permission of the adjacent landowner, provided salvage operations haven’t begun. July 15 to October 15 – Ministry contractors will begin mowing a four-metre cut adjacent to the highway shoulder. This progress will be dependent on the weather and ditch conditions. Please remain mindful, if you are burning or having recreational fires, that recent rains have been spotty and that some dry conditions still remain in the RM of Dufferin #190. Take every precaution while burning activities occur.
RM of Dufferin #190 ratepayers are reminded that, if you are burning stubble or brush, you are required to phone your controlled burn into the provincial call centre at 1-866-404-4911.
You are kindly advised that, if extended periods of dry conditions re-occur, the Municipalities will again consider fire ban implementation, if necessary.

The Ministry of Highways and Infrastructure has temporarily removed weight restrictions only from Provincial Highways in the Province.
At the current time, in consultation with the RM of Dufferin Public Works Personnel, Spring Weight Restrictions will remain in effect. Daytime radiant heating is continuing to cause municipal roads to become soft and spongy and damage to the surface is likely for normal haul weights.
Any haul within the RM of Dufferin #190 is required to meet the spring weight restriction load criteria.

Weight ban will be in affect for all roads in the RM of Dufferin #190, including primary weight corridor roads, with the exception of Legacy Road from Highway #11 to the KSPC Bethune Mine Site.
You are kindly requested to abide by the restricted weights for any haul that may be occurring within the RM of Dufferin #190.
The RM will not be issuing Overweight Permits for continuous haul operations during the Spring Road Restriction period.

Public Notice-Ratepayers at Highwood Beach and Kedleston Beach
The RM of Dufferin will be commencing limited road repair work in both resort areas starting the week of July 3, 2017.
Work in Highwood Beach on Windsor Drive will consist of widening road allowance area and ditching to rectify snowplowing
and drainage issues. The work will mostly be done on Windsor Drive from Low Road north. Some trees will be removed and clay
that is removed from the bank will be used to build up areas of the road to help drainage as well.
Work on Kedleston Beach will consist of road widening and building up the road to improve road pass-ability.
Please be mindful of the work area and contractors on site.

The RM of Dufferin #190 is advising that Grid 739 West of Bethune for four (4) miles is closed due to a number of severe failures in the surface. Please be obey detour signage.
There are numerous roads in the RM of Dufferin #190 that are experiencing soft spots and/or severe failures. If you see red markers on the shoulders of the road – SLOW DOWN – The Municipality is working on repairing most severe areas first as a priority and then fan out to less severe areas.
Your patience as the Municipality continues to work on these impacted areas is appreciated. Again, for you safety, please be mindful of road repair markers, road closed and detour signage.
